Carlingford Lough Improvement Commission

The Carlingford Lough Improvement Commission (CLC) is a non-profit body established under The Harbour of Carlingford Lough Improvement Order 1864. As a Competent Harbour Authority operating under the Port and Marine Safety Code (PMSC), CLC is responsible for maintaining the 27 buoys and lights that mark the hazardous shipping channel between the Irish Sea and the ports of Greenore (Republic of Ireland) and Warrenpoint (United Kingdom). It also licenses and regulates maritime pilots operating within the lough.

Formed before the 1921 partition of Ireland, CLC uniquely continues to serve ports in both jurisdictions—making it the only Competent Harbour Authority operating across the UK–Ireland boundary. Despite being constituted under UK legislation and not formally recognised by the Republic of Ireland, CLC remains jointly supported by both ports, with Greenore contributing to operational costs. The organisation is funded primarily through dues and levies from port users and plays a vital role in ensuring safe and efficient commercial navigation, supporting both local and national economies
